Most phones, yes. Not any phone, however. Any phone that requires a data package will not work.
First you buy an Unlocked phone "Quad-Band" it mean it is a GSM phone, than you call the company to activated.
You can activate any brand new never used Att sim on Gophone to bypass the six month network lock which is only on the newest orange/white gophone sims.
The older blue/orange fireball/with orange contact side or blue/orange fireball/blue contact side 3G Att/cingular sims work fine without a six month lock. They have tons of those new on ebay still cheap.
Avoid orange Cingular 64k 2G sims and older all Blue Att sims. They will not lock down, but just won’t activate.
You can get a local number with any working Att sim for Gophone/prepaid as long as you go to their online account activation and punch in the relevant details.

And Verizon phones and Sprint phones DO NOT use sims. Only Tmobile and Att ones do. Att ones will work fine with this sim but Tmobile ones will have to be unlocked first.
Boost/Nextel phones use sims but are incompatible with Att/Tmobile sims.
